the admission process and shortlisting process of candidates is depends on the university it self and it varies college to college.
you did not mention which university or colleges you have applied for.
however according to Delhi university the eligibility criteria for b.a courses is as follows,
B.A. (Hons.)
No you have you have pass at least 5 subjects including pcm as you are telling you have one reappear, you are not eligible for taking admission in college you can prepare for reappear and getting good percentage will help in taking admission in top college.
