In MIET, 90% of students got placed, and students of the IT sector have many opportunities and offers of getting placements. Students of core branches such as civil, mechanical and electrical also got placed, but they have to compete with the students more.

With two years spent in specialization in college(till now) I can tell you that there is no difference between IT or CSE with specialization, the only reason why these specializations exist at Btech level is because of a certain limit set by UGC that you can not take more than X number of students in one branch. To get around this rule these specialization were made, as there was more demand for CSE related seats.
In total no matter what you pick there will be only 4-3 subjects that will be different in entire 4 years... So if you have a specific affinity for any specialization you can go for it, otherwise no matter what you pick it is going to be the same only.

Some points about MIET:-
Placements: There is approximately 70 percent is places in b tech in computer Science and engineering. There is about 4 lack is of average package and 24 lack is of the highest packages. There are so many companies but mainly are TCS and Wipro which gives placements to the students.
Infrastructure: There are large number of facilities which were given to the students in courses like all labs all available of different subjects, Wi-Fi facility available, smart classroom, library, etc. The facilities available in hostel are rooms two seater and three seater, sports facilities available, etc.
Faculty: The teacher are very helpful and highly qualified and knowledgeable also. The quality of teaching is very best due to highly experienced. The semister exams level not to be very difficult and also not to be very easy the level is moderate. The pass percentage is about 40 persent.

MIET University is a better university than TULA University. This is because of a number of reasons. MIET Meerut is a well known college. The college have moderate infrastructure but is well equipped in terms of Laboratory, Library etc. The college is affiliated by Dr APJ Abdul Kalam Technical University, Lucknow which means that the curriculum is as per the university.
The faculties are well experienced and a majority of them are still active on research which is a good indication. But the approaching companies in this college is less the some of the college affiliated under the university. The placement rate is around 81% which is moderately good.
The college have 300 seats for BTech CSE and the course fee is approximately Rs. 4.51 LPA. The median package offered by the college is around Rs.3.25LPA.

The college you have mentioned are well known college. Now if you have to choose any one then you have to know the parameters.
I would recommend you that COER Roorkea will be a better option. COER has better infrastructure with a very nice environment for the students. The college is very ambient with some great teachers from good research backgrounds. The college offers a decent placement of 89% which is much greater than the rest of the two with average salary of Rs. 3.5LPA-5LPA.
