See PhD holders are the most specialized candidates. So unless you go for an Research & Development organization, your knowledge will not be used. Now the BTech & MTech graduates have the maximum scope in Product based companies. If you notice the packages offered in IIT's or NIT's then you will find that the rate of recruitment as well as the package offered both are higher in average for the BTech graduates. Now if you have done BTech from Tier 2 or 3 colleges and you are not getting a good start, then you can obviously prepare for GATE and you can easily get placed in companies if you get into IIT or NIT but the packages offered will not in general more than that of BTech graduates of IIT or NIT's but it would certainly be better than the scope you are getting in your Tier-2/3 colleges. So yeah! BTECH & MTECH students are more preferred.

Jadavpur University does not offer dual degree course of Bachelor of Technology and master of technology in Computer Science Engineering. At undergraduate level Jadavpur University offers only Bachelor of Technology in Computer Science Engineering. Assuming you are referring to Master of Technology course offered by Agricultural and Food Engineering Department of IIT Kharagpur, the requiste rank would depend on your category and also a bit on the admission scenario of that year (basically your inevitable luck!).
(i) For general category students, the safe limit is AIR 50, but due to various factors (like students opting for other institutions/specializations, retaking the exam next year etc.) it can be extended to AIR 55–60 (if you are lucky).
(ii) For OBC students, Food Processing Technology is available till AIR 150–170 (again a lot would depend on the total number of OBC students, competitiveness and other factors)
(iii) For SC/ST category students, it’s extends till about 250…or sometimes even 300 (during last/spot round). Hope this helps!
There is no such information available on the official website if mit also companies like isro hire only from iit and nit but you do not need to worry as for btech graduates icrb exam is held which has two stages written and interview and you get selected on that basis but for mtech it is a bit tricky as you have to apply at various centres of isro depending upon vacancy if any and there is no central exam for mtech graduates so you have to move accordingly

There are many ways to get knowledge jn the field you want. As you have mentioned that you have done your undergrad in ECE and M.Tech in Embedded systems.
See, you can go for PH.D in Nutrition as for PHD program, you can choose any respective field you want. The most important thing that matter is the need for the course along with the interest.

Yes, you definitely can pursue MTech in Computer Science after BTech in Mechanical Engineering, and when you aim for it you have to gather a lot of basic knowledge about computers to crack the GATE paper.
A bit of microprocessor, Linux, kernels, structures etc. That will help you understand. You should have good knowledge like CSE aspirant. Apply for GATE examinations and get a good score in CSE and you'll definitely be able to pursue your dream.
