No single room aren't available for btech students . UIET Chandigarh is the engineering department of Panjab University , so students are accommodated in any of the PU hostels in sector 14(main campus) or sector 25(South campus). Only PhD students in PU are eligible to get a single room .

Sorry to say but reality is at this percentile you will not get any branch in NIT Kurushetra for getting NIT Kurushetra even if you have Home State quota you must have to get 96 percentile in General Category. So, you will not be able to get NIT Kurushetra.
So, now focus on your next JEE Mains paper and try to improve your percentile. But remember one thing apart from IIT and NIT there are many good engineering colleges so you can look for admission in them. You can go for state government engineering colleges that take admission on the basis of JEE Mains rank.
So, at last I would like to tell you Best of Luck for next JEE Paper and if you will not be able to improve percentile remember one thing one exam is not everything nor that one college there are many more things we can do and many more career opportunities available to us, so just look for them and never lose your hope.

As you may know, during the admission process in NITs 50% seats are reserved for candidates eligible for home state quota and rest 50% seats are reserved for other state candidates. Yes there is Home State quota in NIT Kurushetra for those candidates who have domicile based on Haryana. So, you can avail this quota if you have domicile of Haryana.
But still in your cateogry it is not going to make much difference as Home State quota in NIT Kurushetra provides you margin of 1k-3k rank than other states candidates only.
Predicting the score is a tough task. The rank vs marks always changes as there are number of factors that affects the rank such as percentile, number of candidates appeared in exam etc. To get an AIR 4000 you need to score above 99 percentile, you should aim for minimum 150 marks in JEE Main so that there are good chances to get such rank. The cut off for Mechanical Engineering in NIT, Kurushetra for SC category was 5517 and for electrical it was 5209. You need to aim to score rank around 5000. Cut off changes and the factors depending are toughness of exam, number of students appeared etc.
with percentile it is really hard for anyone else to predict your category rank as number of student from the particular category sit from exam is unpredictable and rank in category fully based on that your general rank may be 2,30,000 and with this rank if you are able to be in rank under approx 7,600 in sc section than there is chance you can get in to nit kurukshetra,
i wanna mark you with genral rank needed is approx 40,000 to get in to nit kurukshetra with b tech industrial engg maganemet and rest all branch even require more bright rank

According to your percentile your approximate rank would be near about 95,500 and on the basis of this rank it is not possible to get NIT Kurukshetra neither in Mechanical nor in Civil branch even you belongs to SC category.
Generally NIT Kurukshetra's cut-off goes around 5,000-8,000 so even you belongs to same state still you can't get the seat under Home state quota and note that the above prediction is based on previous years' cut-off and cut-offs are bound to change every year depending upon various factors. I would recommend you to sit in second attempt of JEE-Main which is scheduled from September 1st-6th and try to hit the target of 96 percentile or more.
