It's quite complicated case because one cannot get benefit of PwD category with a surgery or some treatment and the scribe/helper is only for PwD category so you are not eligible for PwD category and my personal advise to you is you should contact to NTA and make

This is because,

Though you are doing bsc with biology and chemistry, your highest qualification with all the three subjects i. e physics chemistry and Biology /biotechnology remains 10 + 2  as you don't have physics in yur bsc

There won't be any problem for NEET exam . But make sure you have studied thoroughly . As your biology marks is the Lowest , I suggest you to go through your NCERT text book . For NEET , NCERT is very important while often students don't study or underestimate

If you want to take admission in Government Medical Colleges then you have to go through the NEET counselling process. So nope! one can't take admission to government medical colleges before the NEET. Even one can't take admission in any medical colleges until and unless they have a NEET valid

You havent mentioned your Category to be eligible for NEET you should have completed your 12th passed in all subjects and secure a min aggregate of 50% in Physics Chemistry and Biology
