First of all individual subject marks is not checked in any competitive exams as well as neet also,so you don't need to worry about your English marks. As you have scored 42 marks which you passed that subject successfully.
For NEET eligibility criteria only aggregate marks are needed.
The class 12 percentage required for NEET 2022 exam is separate for each category and can be listed as under. NEET eligibility marks in class 12 to be considered are aggregate marks only for PCB subjects
As you have got 62.33 ( 59+75+53 = 187×100/300) aggregate marks in your PCB subject, which is above NEET UG eligibility criteria and you fulfill that.

Yes, you are eligible for neet examination.
This is because,
To be eligible for neet, you need to pass 12th board examination with physics, chemistry ,biology/biotechnology and English and must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to Obc/ Sc /st category
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
Now,
Considering your category as general
Your aggregate marks in Physics, Chemistry and Biology/Biotechnology is
= 49 + 53 + 75
= 187 marks
=( 187/ 300 x 100 )%
= 62.3 % i. e more than 50% so you are definitely eligible for neet examination .
To be eligible only your pcb aggregate matters, in English you should have at least passed it, which you already have with your mentioned marks, so nothing to worry and you won't face any problem in counselling /admission due to your english marks.

It's depends on college and state, GAP certificate is not needed everywhere.
Although you can make one very easily and it's not gonna cost you much. Just simply Google gap certificate performa see some images whichever you feel okay just save it.
Then visit your nearest civil court/collectorate, there you will get stamp paper, which you can buy costing Rs50 or Rs 100 stamp paper,you can ask the same from the stamp paper vendor that you have to make gap certificate which will work.
After buying the stamp paper,go to typewriter there are many sitting there,you can ask them to type the perform matter on the stamp paper with your details wherever needed. After doing this ask typewriter where you can get nottarry and visit anyone ( you will find many simply seating there) they will put there stamp which have there registration number and all and they will sign that.
This is all you have to do, this will take almost 1-2 hrs or less than that and you will be cost around Rs 200-300 depending on charges of every person.
That paper will affidavit and work anywhere as gap certificate, wherever you needed you can submit the same.
