The minimum marks required for in NEET to get into veterinary College are 350+ for General catagory, However as you mentioned that you are belong to SC catagory the cut offs score is 137-108  and cut offs percentile is 40th of NEET 2022 (AIQ Expected).

Im a BSc 3rd year student. I didnt give my final year semester exam as Im preparing for Neet 2022 and received backlog in all papers due to absence. Will college give me a migration certificate inspite of the active backlogs, if i get selected in Neet this year and discontinue the BSc course?

If you will clear your NEET Exam then college will provide you your migration certificate even though you have backlogs in 3 year. This will not going to be easy so for this you have to please your college department and submit your NEET score card and counselling documents.
