See both certificates are same because NCL comes under only OBC category. NCL stands for Non-Creamy Layer, OBC category is divided in 2 parts, one part stands for Creamy Layer who are considered as almost General because do not have any reservation benefits and other part is NCL,

It doesn't matter even if your OBC NCL is valid till 2022, you can upload it only if it's been issued on or after 1st January 2022 otherwise you can't upload it in the NEET application form.
