can I upload recent non creamy layer certificate in NEET 2022 instead of OBC NCL Certificate.

It doesn't matter even if your OBC NCL is valid till 2022, you can upload it only if it's been issued on or after 1st January 2022 otherwise you can't upload it in the NEET application form.
