The OBC-NCL-Certificate Format is mandatory for anyone who is taking admission in a reservation category i.e. has been allotted a OBC-NCL reserved seat, The format needs to be printed on a stamp paper, details are to be filled and notarized through a Notary Officer. It is to be presented along with Original OBC-NCL Category certificate.
The authorities competent to issue Caste Certificates are indicated below:
(i) District Magistrate/ Additional Magistrate/ Collector/ Deputy Commissioner/ Additional Deputy
Commissioner/ Deputy Collector/ Ist Class Stipendiary Magistrate/ Sub-Divisional magistrate/
Taluka Magistrate/ Executive Magistrate/ Extra Assistant Commissioner (not below the rank of
Ist Class Stipendiary Magistrate).
(ii) Chief Presidency Magistrate / Additional Chief Presidency Magistrate / Presidency Magistrate.
(iii)Revenue Officer not below the rank of Tehsildar’ and
(iv)Sub-Divisional Officer of the area where the candidate and/or his family resides

Actually during the counseling, the most recently issued category certificate is required, that's why you need to have a recently issued caste certificate. Also your category certificate is 3 years old so that won't help your case during the counseling.
Other Backward Caste are further divided into Creamy Layer(CL) and Non Creamy Layer(NCL). To put in easy words if you wish to derive benefits of the reservation then you have to be OBC -NCL as OBC-CL candidates will be treated as General category students.
In order to qualify as an OBC non-creamy layer candidate, the applicant’s parents’ annual income should be less than Rs. 8 lakhs. Also you can check if your caste comes in category of OBC on the official website -

And yes OBC certificate is different from OBC NCL certificate, unless your certificate clearly mentions that you are OBC-NCL you can't derive reservation benefits.

With the given rank you do not have chances to get seat in NIT/IIIT/GFTI this year. You have to secure a decent rank in order to secure admission in to the above mentioned institutes. If you wish to get admission in these institutes then you have to take a year off and prepare for JEE Main next year if you are eligible. With 250000 CRL, you have very less chances of getting into any NITs, IIITs or other GFTIs. With your rank GL Bajaj is not a bad choice. You are getting CSE there. CSE is quite popular branch and also has huge career opportunities. The Average package of GL Bajaj Noida is around 3.5 Lakh. So, you can go with it if you don't have any other good option than this.

As the rank scored by you in the exam which you have mentioned above is a decent one and your OBC rank is quite good but only on the basis of rank suggesting colleges is not possible due to many factors such as fields in which you are looking for cutoff criteria and many more but definitely seeing your rank and category you have a very positive chance of securing a admission any of the good colleges only you should do a proper research before finalising any particular college.
