Getting some government colleges for this marks might be tough. But I know two good colleges for Petroleum Engineering . They are 

UPES Dehradun

Pandit DeenDayal petroleum college , Ahmedabad.

The cut off varies college to college so please share which specific one you are asking for.

Clausthal University of Technology one of the best Petroleum Management Universities in Germany. They focus on Drilling and Production, Reservoir Management, Deep Geothermal Systems. Turion Fees is about 11000 euro per semester. Total of 4 semesters.

yes there is petroleum engineering  diploma course in pandit deendayal petroleum university , gandhinagar there are 24 seats in the college for these course .

IITB, ISM, MIT pune etc. the intake process and entrance exams for them are different. please specify the institution in which you are interested to pursue petroleum engineering.
