There are nearly seven government colleges for engineering in Mumbai including an IIT.The other govt.colleges are :Institute of chemical technology,Veermata Jijabai technological institute,University of Mumbai,Marine engineering research institution,Usha Mittal institute of technology,and the other one is for women which is named as SMDT womens university,Mumbai.

If you have are asking about the cutoff, as per the trend, it can get lower to a score so that you get admission. But, it actually depends on the no. of students who comes for admission. If the number of students who chooses for Pillai Institute is less, and most of them have marks less that you, you can get a seat. But, it can happen the other way also. So, an exact answer is not possible. You can try for the course, as you have  chance.
