That would be USA. US is best for masters in CS and Electronics. What makes it best is the quality of education and ample amount of oppurtunities it provides.

You must Give both the exams Gre and Toefl to do MS and TOEFL isn't required if you're the US Citizen and there are only a few colleges accept either Gre or Toefl.

Scholarsip depends on your overall profile i.e. GRE , TOEFL, Btech grades and projects - experience etc. There is no cutoff for scholarship. There are some minimum requirements for various scholarships. Check out QS Website for Scholarship and do check the "Out of State scholarship for MS".
