Scholarsip depends on your overall profile i.e. GRE , TOEFL, Btech grades and projects - experience etc. There is no cutoff for scholarship. There are some minimum requirements for various scholarships. Check out QS Website for Scholarship and do check the "Out of State scholarship for MS".

As per my view there are many renowned institutions in India which are great for mbbs and I don't think it is necessary to go abroad since our country has great colleges to study. Moreover, suppose if you do your degree from abroad like let's say from Phillipines
