If we consider previous year cut off then it would be tough to say that you get seat even in private institute because to get admission in any medical college you should at least little more then cut off . And as you have scored very less marks then you will get only low grade college even it would be tough to say that you may get college because this on the basis of previous year cut off and as you know cutt off changes every year due to various factors like increase or decrease in number of students , toughness level of the exam and many more . Yes you have to submit nativity certificate to claim MBBS seat under management quota. Eligibilty certificate is a basic requirement.
State Directorate of Medical Education has insisted the candidates provide nativity before claiming MBBS seats under quota. This was done to avoid confusion in allotment of medical seats under state and management quota at the government colleges as well as self-financing colleges, the therefore the state government has asked to provide documents to prove nativity to claim MBBS seats.

The government seats in government colleges are divides into two matrices: 85% state quota and 15% AIQ. AIQ seats are filled during All India Counselling conducted by MCC. The remaining seats are filled by respective states during their state counsellings. In order to claim under state quota, the candidate must either hold the domicile of that state or must have cleared 10th and 12th from that state board.
There is no restriction in participating in state quotaunless the candidates must fulfil the eligibility criteria for the same.

With this marks, your chance of getting a seat in government college will depends upon the category you belong to. If you are a general category then I don't think you can get a seat in AIQ. But if you are SC ST candidate then you have slightly better chance to get a seat in AIQ. Try to go for State quota instead you chance will get higher.
