As per the notification released on the official website of UPSEE 2021 for admission in engineering courses (2021-22), UPTU exam has been scrapped off. And now, the admissions will be done on the basis of only one entrance exam, namely JEE MAINS conducted by NTA. Link for official

UPTU stands for Uttar Pradesh Technical University and UPSEE(Uttar Pradesh State Entrance Examination) is the entrance procedure to enter that university. UPSEE 2021 forms were released on December 16, 2020 and last date was January 16, 2021. So, now you can't register for that.

As per the percentile mentioned by you your General rank between 246089 - 175204. your OBC category rank will be little less. In OBC category it is not good enough to give you any Government college in UPTU. You can check the previous year cutoff for UPTU:
