Tution Fee Waver is a scheme or a scholarship which has been implemented by the government for all the meritorious and economically backward students to get admission in universities. It is provided to those whose annual family income is less than two lakh fifty thousand (2,50,000) and they must have income certificate for the same.
To answer your question, you will not have to pay any tution fee. The only fee you have to pay is of mess and hostel. Please mention your university/college for further information regarding hostel and mess fee.

With 250000 CRL, you have very less chances of getting into any NITs, IIITs or other GFTIs. With your rank GL Bajaj is not a bad choice. You are getting CSE there. CSE is quite popular branch and also has huge career opportunities. The Average package of GL Bajaj Noida is around 3.5 Lakh. So, you can go with it if you don't have any other good option than this.

GFTIs are always best because there are other government colleges also in your own state or in some other states which also have good reputation academically as well as during placements. But gftis and iiit are definitely good institutions . ... But gftis and iiit are definitely good institutions.

Yes you can definitely participate in second round of uptu counselling directly if you have not applied in first round as according to the eligibility criterion of 2nd round following students can apply directly
Fresh candidates who are not registered in the earlier round can register and pay the registration fee to participate in this round.
Those who are registered earlier but have not paid registration fee, need to pay registration fee to participate in this round.
Those who have registered and also paid registration fee but have not submitted any choices in the earlier round.
As your JEE Rank (575000) and EWS rank (66169) is very high so you don't have any chances to get admission in any Government Colleges of AKTU.
But you can try for private colleges on donation seats.

You dont need to worry about getting admission in private engineering colleges they will accept you ews certificate also for getting admission to most of the private colleges you dont need ews certificates as they have provision of direct admission as well through management quota yes your ews certificate can only help you in a way to get a fee concession if possible at these colleges otherwise getting admission here is not a very tough task and if you are getting admitted to these colleges by uptu counselling then you may require your ews certificate

According to the official guidelines of UPTU the seat reservation under defence quota goes by the saying:
"UPAF (UP Armed Forces)Quota - 05% Sons / Daughters of defence personnel of U.P. either retired (superannuated) or killed/disabled in action or defence personnel posted in U.P./defence personnel domicile of U.P. & posted outside U.P."
Police forces are not counted under defence/armed forces so you will not be eligible to get a seat under UPAF quota.
