I am sort to inform but your percentile score is very low hence getting any good engineering college is next to impossible.
I would suggest to take a drop and try ro score something around 93-95+ percentile to ensure any good engineering college.

See as per the information available, the category certificate and the EWS certificate (if applicable) is required to be issued after 1st April,2021. Apart from that there are no such rules for the Domicile certificate to be issued after the prescribed date.

See this is very first time when UPTU colleges are going to take admissions for their B.Tech course on the basis of JEE-Main scores so there is no previous year data on which we could analyze your admission chances but on such rank if you belongs to General category then it would be very difficult to get any of the government college, because competition for government colleges is much more increasing nowadays.

But on such rank if you belongs to General category then it would be bit difficult to get any of the good government college but you can then go with some private colleges.
