See as per the information available, the category certificate and the EWS certificate (if applicable) is required to be issued after 1st April,2021. Apart from that there are no such rules for the Domicile certificate to be issued after the prescribed date.

And your category rank lies around 92,100-103,500. Chances of your admission into some government college is quite negligible , but yes you can definitely get a seat in some private college .

Since your rank is not that good , you are not eligible to get a seat in some government college and that too when you do not belong to some special category , as you mentioned you are from general category .
