First of all, UPSC preparation cannot be done by choosing a particular college or university. As you are seeking to do engineering, the whole course curriculum will be different. No college as such provides UPSC preparation. Candidates generally prepare for the exam after the commencement of classes in the college. So, UPSC preparation is not a factor for choosing a college.
If we compare the placement of VIIT Pune, and Cummins college, VIIT Pune offers Rs. 4 lakhs per annum median salary package for B.TECH/B.arch candidates while Cummins College offers an average salary package of Rs. 5.5 lakhs per annum. So, Cummins college is better in placements.

As far as UPSC preparation is concerned, you can opt for a college which is comparatively laid back in its dealings with academics so that you get more time to yourself and your preparation.
In that respect, I'd say Cummins College of engineering would be okay.
Other than that you need to prepare on your own as no college provides a fruitful environment for such preparations. The best thing you could do is to find a group in the college with the same UPSC aspirations as you and that way you can create your own little eco system for better results.

According to your question and taking into consideration that you want to know whether at 89.89 percentile you will get cse or it branch in viit or vit.
I would like to tell you that it is next to impossible to get cse or it in these colleges as the cut offs for these are colleges are very high as compared to your percentile.

As per your percentile score your predicted rank would be around 2,80,000. So as per this rank getting CSE or IT branch in Vishwakarma Institute Of Information Technology (VIIT) is completely impossible. As per last year the cutoff for both these courses in JEE mains was from 31000 to 60000. So getting these two courses is hard. Even getting Mechanical or civil engineering is also difficult. According to your rank, you can get admission easily both in PCCOE or VIIT, in IT/CSE branch.
Both the colleges are good in terms of facilities, teaching and other factors. However, VIIT is better than PCCOE considering placements, and better facility.
Although BE Information Technology in Pimpri Chinchwad College of Engineering, Pune has lower fees, I think it is better to join CSE at VIIT.

Both the college is good
But when comparing both the college VIT is far better than pimpri
Since vit is autonomous so they have a control over their syllabus onthe other hand pimpri have the same syllabus since many years.
Placement in vit is best and every student get the chance to showcase their skill in every field and student get good packeages..
Since both are good for cse but if you get option vit than go for it..
