see most of the engineering entrance exam needs 10+2 course qualification to get admission in btech exam. see there is one advantage for diploma passed candidates that you can join b.tech through lateral entry exam. and you can directly join from second year of btech course. in that way

Yes you can fill the form and you have to give details as per the new marksheet you have got and you ave to fill those in your application form. If you have missed the JEE main exam for the Januray month then you can apply for it again
you need to go to the college to collect your certificate. you have passed in 2017 and still not have taken your certificate which is not a wise decision. please visit your institution to collect it from exam cell.
