in inorganic chemistry mostly questions are with signs and even if doing periodic table with exceptions and all my mcqs are getting incorrect leading negative marking!Any solution?

You need to do the following to prepare for inorganic:

  1. Make a list of all the exception of a particular block elements ( suppose d block).
  2. Put that list up on the front wall of your study table.

As you mentioned your intermediate marks which you secured as they count your inter marks for 600 only that is upto Physics-Chemistry-Maths+P/C Labs marks in inter and not the language marks, Calculate yourself by this formula.

As your NEET score is 180, it is a very low score. Usually for  BAMS one must score 420+  for general category for government college. For private it is 300+.  Also it too depends upon last years cut-off. Adding it with 15% All India quota  and 85% state

No, as per eligibility criteria of UPSC, candidates need to pass Bachelor's Degree in any discipline from a recognized University, the time period may vary depending on general degree, engineering or medical, but you cannot appear for UPSC or for that matter any government exams with 6 month pass
