Since you have completed your class 10th and 12th from maharashtra board so you can be applicabe for maharashtra candidate but you will need a domicile as a proof for it. That maharashtra is also your residence.

Generally cutoffs changes every year as it depends upon various factors like difficulty level of the paper, number of students appearing for the paper, performance of the students in the exam, etc.

But in general considering previous year cutoffs then i don't think you can get any government seat as

No, you can't include Arabic as a general elective subject for the calculation of your 'Best Four' percentage.

Yes, you must include 1 language and 3 elective subjects for the calculation of your best four percentage and the subjects has to be chosen from the List A and List

Sorry to say that the rank you have mentioned is not enough for the course. And very low chances.

Because the last year cut off was 10k for regervation students and for non regervation students 8k.

No such notice has been issued by the Delhi University.
