Government engineering college ,palakad near hostels price vary according rooms sharing and which kinds of facilities you wants .The average rent or fees is 3-4 thousand minimum excluding food and other facilities such as laundry etc..  .

Though there is no official release of cutoff marks or rank by the IISERs, but it is generalised that at least 70+ marks is required for reserved seats in the newest IISERs.

It is very unlikely for you to get any IISER with 21 marks in IAT. Please note that your board % doesn't play a great role for getting you in the merit list because you just have to cross the cutoff for SCB to appear IAT.(i.e 60% for all boards this year)

There is another chance for you in the next year.

According to your percentile and previous year trend you can get NIT Rourkela with the branch which you want but you can get these branch with the integrated b-tech course only this answer is given on assuming that you are not eligible for state quota because you can not mention your state here. If you have state quota then their is some chances to get only b-tech course with this branch.
