It's quite difficult to predict  qualifying cutoff percentile as it keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

so in my opinion it would be little difficult to get into these colleges based on these grades if you are not a delhi resident ,you can only get direct admission in these college through management quota in which you would have to submit a little higher fees
