As it is the last day for submitting the application form for IB SA, yes you should proceed and apply today and not miss the deadline.

Upload the application receipt/ acknowledgement if possible as most authorities allow you to submit the actual certificate later during the document verification stage.

Missing the deadline is worse than missing the certificate (Something is better than nothing). So don't miss the deadline and fill the form.

For VIPS in spot round 2, the chances are low because VIPS usually closes at a much lower rank in the outside Delhi quota.
