If you completed your Bachelor of Library Science in 2015 and have only gotten a marksheet until now, you will need to only apply to your university for a degree certificate. Here is a way to do it:

1. University Website: Visit the website and check under the "Examination" or "Certificates" sections where you will find the process to apply for the degree certificate.
2. Application Form: Fill in the application form online or offline (dependent on the university).
3. Upload: Most often the combination of your final marksheet, ID proof and payment challan need to be uploaded.
4. Payment: There is usually a small fee (compared to buying other materials/books/supplies), and you can either choose online payment or bank challan.
5. Receipt: After the successful application you may get it by post or have to pick it up from your university.
