Can it not happen that state performance go poor this year and I luckily get a govt seat ??

It is most unlikely to happen because the cutoffs depend upon many factors like the availability of seats , the level of question paper , the no. Of students who appeared for the exam etc. And if we see the data for this year , the paper was also easier as compared to the previous year and the no. Of candidates who sit for the exam also increased. So these two factors will obviously make the cutoffs high as there will be many students competing for the same college and seat.
