Coming straightaway to your question. As you mentioned that the candidate is an LLB graduate of the year 1995 and has a State Bar Council Registration of 2017. Yet, the candidate does not need to appear for All India Bar Examination.
Reason - The Bar Council of India in its AIBE Rules and Regulations Framework has clearly mentioned that the LLB graduates prior to the year 2009-10, need not to qualify AIBE for obtaining 'Certificate of Practice' for practicing in Indian Courts of Law.
Therefore, the candidate needs not apply for AIBE, as only the State Bar Council Enrollment will do.

As you know, the AIBE came into force in April, 2010. Though you passed LLB in 1995, you got registered only in 2017, that is, after the AIBE came into effect. Since BCI is the education regulator for legal education in the country, one has to abide by the rules of the BCI. As such, you will have to qualify the AIBE, if you want to go for legal practice. Just to be sure, I consulted the Registrar of 'Bar Council of Kerala M.K. Nambyar Acaademy for Continuing Legal Education'. The Registrar also gave the same advice; that is, you will have to pass the AIBE. Since AIBE is a multiple-choice-questions-based exam in open book format, I am sure that you will be able to qualify it. Best of luck!
