    Yes you can. If you have a domicile then you will be considered under 85% quota or else you can generically also apply under 15% quota.

    but if I choose a college under 15% I won't be able to attend 85%counselling no?

    Yes you can go. 85% counseling is the state level counselling so if you have the domicile you can attend.
