Does the applicant himself be present for counselling? can his parents do it instead, if they have power of attorney?

Yes, an applicant needs to be present for counselling. Their parents cannot do the counselling for him as they check the documents during counselling. Other than document verification all other steps of counselling are online in most states now. So, for document verification it is necessary for the candidate to be present
