I don't understand the 85% and 15% quota seat system.Is it necessary to do class 9,10,11,12 from one state to avail 85% state quota?

To take the benefits of state quota, you must have the local residential certificate (domicile) of that state.
Coming to the point, domicile certificate has nothing to do with the place From where you have pursued your education.
