I understand that you not interested to continue your bachelor's engineering degree course any more and thus would like to drop out for the same so please be informed that in order to do so you have to state this matter in writing to the college principal and as well as your head of the department and then wait for their acknowledgement for cancelling your candidature from the respective course. You also need to return any documents that you were issued from the college such as ID card, etc.

Refund will be done to you only if there is a provision for the same and since you did not mention the name of your college it is not possible for us to answer on the refund part with certainty.
