If one is expecting 110 in NEET n belong to ST from Jammu Kashmir, is there any chances to get a govt college in such a low score?

Not really. Considering your caste category you seem to have less/no chances this year.
You should focus on its preparartion this year and re try next year if you are passionate about doing MBBS.
