No NIOS isn't only for the students who have failed in class 12th if you are now satisfied with your 12th board result you can also apply for improvement. You can give improvement exam for minimum 1 subject and maximum 4 but make sure for giving improvement you have to be passed in all the subjects in class 12th you can't give improvement in one subject by having compartment in other.
