Josaa allotted a seat for me in open category but not in ews,why?

Well it depends on the seat choices which you had filled before the counselling started. If there was any choice which you could get based on your general rank then certainly you would be treated as a general candidate. If there was some highest choice which you were not getting by your general rank but were getting by your ews rank then you would have been declared as ews candidate.
