I was born in bihar state and my permanent address is in bihar but i am living in U.P since 2011 and i have given 12th examinations from CBSE from a school in U.P . My father works here in Railway(Govt.) since 2011. We are living in rented home , So what is my Domicile(state)?

Yes, you can apply for a domicile certificate in Gujarat. Your father is a Central Government employee, serving in Gujarat (Western Railway), since 2008. You have studied (to Class 12) in Gujarat, so you should qualify. According to Gujarat domicile rules, the children of Central Government employees, who are serving for a long duration in a state, and whose children completed their education in that state (like you have done), can apply for domicile.
