for btech or B.E. IT branch and computer are same and there portion are also almost same , so it does not matter much if you take IT of CS and companies also do not separate IT and CS branch in placements they are treated as same .

if you have not reported then yes you are eligible for second round of counselling , if you are eligible for the upper college preference given by you in counselling then you will get that in further rounds of counselling .

You can't change the certificates in the second phase of ap eamcet. The registration can only be done once during first phase. If you want to change the college in second phase you can but you can't register again.

Hope you are doing great. As per my knowledge registration can be done only once. During second counselling you have another chance to select the colleges as per your preferences if you have cancelled the first phase seat and if you don't get the college you want.
