Sorry to say this you cannot get seat in any of ap recognized colleges. Your caste reservation also couldn't help you much because of your rank. Its better to go with neet cut off marks. If those are still low and you want to do veterinary in any case then

The cut off for 2019 for agriculture hasnt been announced yet. But according to last year it was around 4k. It may be somewhere around the same this year too. Keep trying. Wait for the announcement to made.
