Yes, you have chance to get admission in central university of Haryana. As you also have advantage of SC category and your score is also good. It is only possible, if you want to do M.A. or M.Sc in any subject, but not possible with btech.

You didn't mention your category. I am assuming UR here for answering perspectives.

At 46 marks, you can get admission in the B.Ed in the University of Jharkhand. The cut off is usually 40 for UR category, at 46 there is definitely a possibility. You can see here
