Paresh, since Gujcet was declared yesterday, it can still be possible, in my opinion that with pcm 90 percentage you can qualify for admission in IT fields especially CSE. Furthermore the percentile might be helpful to secure you a place in a prestigious college.

Candidates need to qualify the eligibility criteria to be able to write GUJCET. The exam's eligibility criteria states that the candidate should be a domicile of Gujarat or his/her parents should be of Gujarat. Hence, I would say you are not eligible.
