Karnataka pgcet is for people having domicile of Karnataka state. So according to me you cannot fill the form if you are not from Karnataka. Other state students can apply for KMAT but not for Pgcet.

According to the rules if you surrender the seat your full amount will be forfeited. No refund will be made to you. So, now it is upon you, whether you want to surrender the seat or not as in both the cases your fees will not be refunded.
