it depends on the college you are studying. If it is a college with great reputation, then they will let you leave with not much fee to pay. But if it is a bad college, it depends on the management.

You should definetly report the instituition before the date otherwise your seat won't be safe if you don't report at the institution then it will be considered as you are leaving that seat.

And you will be ending up getting no seat sometimes,

If you select choice 2, that means you want to keep the allotted seat on hold and try your luck for some better options. You don't have to pay any fees for second round but need to pay full tuition fees if you select choice 2 after second round

KCET round three is nothing but the spot round which is conducted by each individual college. So if you have not selected any college in 2 rounds then you won't be able to sit for spot round and so you cannot get a seat.
