I have 8k rank in keam can I get admission in mec management quota?

You can easily get into the MEC, Thrikkakara with this rank through the management quota.

However, getting branches like CSE will be next to impossible. Still, other branches like Mechanical, Civil and etc. will be available to you.

In keam plus two mark is taken as the average of plus one and plus two

No, only final year marks, that is your plus two marks are considered while preparing the rank list for KEAM.
The ranklist for Engineering is prepared in a 50-50 ratio where equal weightage will be given to both your plus two board exam marks and your KEAM marks.

You have 66.5% in  total so you may get an admission. But it may be or may not be as government colleges have varying eligibility criterias.

According to your aggregate marks in pcm which is 60 % and 90 marks in Keam and your caste being obc there is a decent chance to get mechanical engineering in college.
