With this rank it is difficult to get admiasion in govt colleges. You can apply for self financing colleges under merit. Some colleges are

You can sureky convert following engineering college in Civil engineering stream:

LBS College of engineering
College of engineering Kollam, Kiddangoor, Thiruvanthapuram.
MES college of engineering.
