There are no KMAT seats as far as I know. Let me know the name of the college you are referring to. In all probabilities, you are referring to management quota seats only, when saying KMAT seats.

Comparitevley the KMAT exam would need a have a less fee structure but you can also opt for CAT if you score well and crack interview you will be getting one of the top management institution.

There is no connection between the exam you appear and the fee structure of the college . There are colleges with low fees under both the exams.
