The following are the requirements for a candidate other than resident of Maharashtra:
To be very honest this has been the most unpredictable question at this point of time and specially about MHCET. It's already very late now and they haven't release a single notification regarding the conduction of exam.
Nothing can be said at this point of time. If there will be more delay there might be a possibility that the exam will not be conducted.
All you and we can do is just wait for the official notification. After that only we will be able to say anything

Unfortunately your son cannot attempt the MHT CET exam as he doesn't satisfy the eligibility criteria for the same. It's clearly said that the applicant has to have Indian nationality. That means US residents cannot apply for the exam.

Yes, your son can get a government engineering college through the MHT CET exam. But as you said that your son studied the next two years after 10th std. in Bengaluru so, it depends upon his 12th board whether it is of Karnataka Board or Maharashtra Board.
If your son studied 12th std. in Maharashtra Board, then he can get admission to the government colleges in Maharashtra state through the MHT CET exam. But if your son studied 12th board in Karnataka board then he will have to give Karnataka UGCET exam to get admission in the government colleges of Karnataka state.

Although you can study Robotics by taking any course in IIT, there isn't anything specific. However, if you very much focused on that, then try for Electronics or Mechanical Branch. Robotics in general comes under the mechanical branch, but having a knowledge about electronics would also help you.

Unfortunately, the dates for MHTCET 2021 are not announced yet by the officials due to the ongoing COVID-19 pandemic. Due to the second wave of the corona virus, there is a delay in the release of the application form. MHT CET 2021 tentatively will be conducted in the second week of April. Registrations for MHT CET 2021 will commence tentatively from the March 2021. As March has ended, it is expected to be released soon but there is no information from the officials yet. Keep an eye on the official website for the latest information. The application form of MHT CET 2021 will be available only in online mode.
