No, outside  Maharashtra candidate can not get admission in government colleges of Maharashtra through Mht-Cet, but are eligible for All India Seats of Private colleges.

No need to get depressed there are still hopes for you in decent colleges, you can lookout for state counsellings or private colleges where jee/state exam are considered for admission , though you didn't get any college through josaa but there are still colleges where you can apply individually
