Firstly, in order to get admission by the councelling of MHT CET, you must appear and qualify for both MHT CET exam and JEE Mains.
You have to provide scores of both MHT CET and JEE, but MHT CET marks are given preference than the JEE score. But If Two candidates coincide, they might be compared with their JEE Mains score as well.
JEE mains score is sometimes enough to get admission.
Now, coming to your question, whichever fills the criteria to fullfil admission process, it might be JEE or MHT-CET , the official authorities will use.

Since you have completed your class 10th and 12th from maharashtra board so you can be applicabe for maharashtra candidate but you will need a domicile as a proof for it. That maharashtra is also your residence.

Yes if you have passed your 10+2 science from UP board then also you are eligible to give the MHT - CET exam. But here in this situation you will be classified as a All India Category Candidate and only be eligible for seats in private colleges of Maharashtra. Also you must have Physics and Mathematics as compulsory subjects along with any one of Biotechnology/Biology/Chemistry/Technical/Vocational subjects.
There is another category where you could be eligible as a Maharashtra state candidate
:
1.Type B -fathers or mother is domiciled in Maharashtra & have domicile certificate.
2.Type C-Candidates, whose fathers or mother is a government employee of India & posted in Maharashtra State before last date of submission of application for CAP.
3.Type D-Candidates, whose fathers or mother is an employee or retired employee of Government of Maharashtra.
If you belong to any category above you will be eligible to opt government colleges too , otherwise you are a All India Candidate.

No, you can't get admission in engineering colleges in 85% state reserved quota. This is because the student must have done its 10th and 12th from the same state with its domicile. Whereas in your case, you have done your 12th from UP.
No worries, you can try for private colleges management quota in Maharashtra.

They state has a high percentage of seats reserved for people of maharastra. You can also get into colleges in Maharashtra from all India category of the Maharashtra State exam.
