is there any registration process to take admission in any college in maharashtra? Any admission committee ?
There are two ways in which you can get admission in any engineering college in Maharashtra.Either you will have to clear MHT CET examination or you should have appeared in JEE mains examination.
Other than these two there is no other option and if you haven't appeared in any of these examination then your chances are none.
I hope this helps.
I have domicile of maharashtra but done my 12th from UP. will i be eligible to take admission in engineering colleges in 85% quota reserved for state?
No, you can't get admission in engineering colleges in 85% state reserved quota. This is because the student must have done its 10th and 12th from the same state with its domicile. Whereas in your case, you have done your 12th from UP.
No worries, you can try for private colleges management quota in Maharashtra.

Pccoe Pimpri Chinchwad college of Engineering Pune. It is an NAAC accredited college rank 21. It has own entrance test for admission in different type of Engineering streams and subjects for undergraduate and postgraduate courses and MBA courses also.
I am in B category in MH CET test. Also I have JEE score. Can I apply in both category ? If yes which one will be cosidered for admission process and seat allocation ?
It depends on the applying rules of the college. You have got to check the ordinances on the official website for that.As far as I know, a candidate applies under one category but if the rules are different for this, you must check it once.
If you think that you will not get a seat through MHCET test, apply by JEE score, if they have an option for that. Check last year cutoffs for both and talk with college officials. They will surely tell you which will be better in your case.
