Hello there. Yes payment slip is the description that tells that you have submitted your fees. Once you are done with payment, then it is generated. So what you only need to do is take a print of that description.

Yes, till then you will have to submit an application to the concerned authority. This application should mention why you do not have the residence certificate and till when you are going to submit it. The authorities will probably accept your request. Best of luck.
