im sorry to say but it’s difficult to get any course for 38k rank through TSEAMCET only if you belong to minority or SC/ST then you have chances of getting B.pharmacy. if you belong to any other caste, you do have chances but you won’t get top colleges. B.pharmacy

You haven't mentioned your category, hence presuming it to be general, if we go through 2019 last phase cut-offs, then closing rank of OC Male Candidate in JNTU College of Engineering, Hyderabad for CSE was 805 , hence chances seem tough except chemical and metallurgical engineering, for only CSE
