with 38,000 rank in TS Eamcet in BC-D category you can’t take CSE, but for your rank you can get Chemical engineering and Biomedical Engineering. The last year cutoff for CSE - BC.D Category is 14,028. As you’ve got 38,000 rank in TS eamcet it is not
